Exam 70-246 is part of the new Private Cloud certification series. It's full name is Private Cloud Monitoring and Operations with System Center 2012. The exam is available to take from June 2012 onwards.
At this stage it's not clear what the full certification name for the Private Cloud actually is. However, Microsoft have clarified which exams are required to earn the certification. 70-246 makes up the end of the certification path as shown below:

Requirements
Candidates should have experience using System Center 2012 in an enterprise environment. This includes high-availability, fault tolerance, security and networking experience. It's also stated that you should know a little about SQL Server and PowerShell scripting. These are quite easy to pick up thanks to the wealth of online resources.
Microsoft suggests that your job role might be Active Directory administrator, Virtualization Administrator, Enterprise Administrator or System Center Administrator. That's quite a definitive set of job roles. We think that any IT Manager or senior technician could qualify for the requirements.
