NBT Forge is the successor to Omen and it supports the new Alpha levels. Like Omen it allows you to view 2D slices of the map and paint blocks using various brushes. NBT Forge is the Windows map editor of choice among Minecraft players. Its perfect for editing maps via its simple to use 2D editing interface.
To use NBT Forge just download the files and click the Editor.exe file to extract the NBT Forge files. Click the Open Alpha Map menu option and select a world to open. Note that NBT Forge can only edit pre-existing Minecraft levels (maps).
Use the scroll feature to move up or down between layers on the map via the Alpha Panning function. Use the brush tool to edit the map and place new blocks, combine this with moving between layers can you can create the vertical levels.
Once done, click the File – Save option and save your map. Then in Minecraft click Single Player and select the map you just edited.
Remember, keep a backup of the original map just in case!
